- Clear price and discount: the original price and discount percentage must be displayed alongside the product.
- Omnibus Directive: the discount must be calculated on the lowest price applied in the previous 30 days.
- Exchanges and returns: in physical stores, these are at the retailer’s discretion unless the product is defective or non-compliant; online, the right of return generally applies within 14 days.
- Payments: cards must be accepted, encouraging cashless payments.
In several regions—including Campania, Emilia-Romagna, Lazio, Lombardy, Marche, Piedmont, Tuscany, and Veneto—promotional sales are prohibited in the 30 days preceding the start of the sales.
Is it right for the sales to start in July? The debate

Many retailers argue that starting sales so early, when the season has just begun, dilutes the original meaning of sales as end-of-season clearances and especially penalizes small local shops that focus on product selection, customer relationships, and full-price sales in the early weeks of the season.

The retailers’ petition
On this front, FISMO–Confesercenti (Italian Federation of the Fashion Sector) has promoted a national petition, also presented to the Chamber of Deputies, to move sales to the end of the season: winter sales to late January and summer sales to late August, along with a comprehensive revision of rules considered outdated in the digital market. National president Francesca Recine has urged the sector to sign en masse, so the petition becomes a strong and concrete signal to policymakers.
Similarly, a survey by Federazione Moda Italia–Confcommercio among over 4,000 businesses found that 94% oppose the July 4th date, with the majority favoring a postponement (the proposed new start date is August 1st), while maintaining a single national date to avoid regional imbalances.
